A leader with more than 20 years of experience in leading government transformation and redesigning systems. He currently serves as Assistant to the Minister of Municipalities and Housing for Planning and Development, through which he leads strategic planning and institutional development, supervises national programs, manages institutional transformation, improves performance efficiency, and structures the operations of the municipal and housing sectors.
He also supervises a number of transformational initiatives linked to achieving the targets of Saudi Vision 2030, and holds in-depth experience in managing highly complex portfolios and leading cross-sector initiatives.
In addition, he established a number of institutional tools to support decision-making, based on the use of data and artificial intelligence technologies, and he is a member of the boards of directors of a number of government entities.
He led a set of pivotal strategic portfolios in the municipal and housing sectors under the supervision of His Excellency the Minister, which produced distinctive national outcomes. These included preparing the Municipal Sector Strategy and leading national systems and policy projects and their implementing regulations. His most prominent work includes:
· Leading the program to merge the Ministry of Municipal and Rural Affairs and the Ministry of Housing, including the transfer of functions and employees, the amendment of organizational structures, the integration of systems and policies, and the management of strategic change.
· Leading the restructuring and governance of the municipal and housing sector system in line with international best practices, in cooperation with national government entities.
· Leading the National Program for Addressing Visual Distortion across 17 Amanahs, relying on automated monitoring using artificial intelligence technologies, with zero additional budget.
· Enabling Amanahs and Municipalities to undertake institutional transformation by designing indicators to measure resident satisfaction and service quality in cities.
· Leading the development of the Ministry’s strategic partnerships with government entities, and establishing a scientific methodology to measure their impact.
· General supervision of the Housing Program (one of the Vision 2030 programs), through activating partnerships and privatization and developing the housing system.
· Leading the White Land and Vacant Properties Fees Program on its advanced track, through restructuring the zones, fees, and targets, and monitoring using aerial imagery and artificial intelligence models.
· Leading the digital transformation of municipal sector procedures and services, and launching the “Balady” and “Maarefah” platforms (an internal generative artificial intelligence model).
· Leading the preparation and development of policies and strategies for both sectors, including the Municipal Sector Strategy and the Artificial Intelligence Strategy.
Current Position:
He holds the position of Assistant to the Minister of Municipalities and Housing for Planning and Development at the Ministry, and supervises the Strategic Planning Agency, the City Services Performance Monitoring Center, the White Land Fees Program, and the Business Intelligence and Decision-Making Center, in addition to the strategic partnerships portfolio.
